The law firm of Fenley & Bate, L.L.P. had its inception in 1926, when Curtis W. Fenley, Sr., established his practice in Lufkin, Texas. Mr. Fenley, a graduate of what was then Sam Houston State Teacher's College (now Sam Houston University) and the University of Texas School of Law, served as the County Attorney for Angelina County and City Attorney for the City of Lufkin for several years and continued as a solo practitioner in private practice until the 1930s.
Curtis W. Fenley, Sr. and former State Attorney, R. C. Musselwhite, established Mussellwhite and Fenley in the late 1930's. Mr. Fenley and Mr. Musselwhite practiced together until the firm was dissolved in the mid 1950's and each of the attorneys established his own law firm.
Curtis W. (Bill) Fenley, Jr. and Herman BateIn 1960, the law firm of Fenley & Fenley was established when Curtis Fenley, Jr., returned from military service and joined his father as a partner. Herman E. Bate joined the practice in 1971 after his military service. In 1983 the firm was incorporated under the name Fenley & Bate, P.C. In August of 1995, the firm changed its structure to Fenley & Bate, L.L.P. Curtis Fenley, Jr. retired from active practice in 2000. In 2005, Fenley & Bate, L.L.P. opened its branch office in Livingston, Texas.
